This publication contains text of the speeches presented at the 'Leadership: issues and opportunities for women' forum as well as a summary of the material presented at each of the eight workshops. The main purpose of the forum was to enable participants from the State Training System to learn about best practice in professional development and leadership. The forum also enabled participants to gain insights from speakers who are leaders in the vocational education and training sector and the broader community. Issues explored at the forum included: (a) the nature of leadership in an increasingly complex management environment; (b) recent theories on organisational culture and its impact on the development of leaders, particularly women leaders; (c) approaches to improving career paths and maximising an individual's ability to contribute, including mentoring, role modeling and strategies for pushing beyond the 'glass ceiling'. This report documents the processes and key findings of a Benchmarking for Educational Effectiveness Project (BEEP) funded by the Office of Training and Further Education (OTFE). The focus of this project has been the development of capabilities in VET providers as they prepare to work with National Training Packages, and in particular, the Frontline Management Initiative (FMI). The project was intended to: identify and benchmark the most effective systems used to support the development of the seven identified FMI provider capabilities; validate those identified effective systems with benchmarking partners; develop a self-assessment tool; prepare a professional development kit; and conduct a range of professional development activities to ensure that what is learned from the project is maximised across the state training system. This publication seeks to focus on the concept of a capital charging regime where individual TAFE institutes are run as increasingly independent business centres. At the same time it stresses the importance of a centralised State VET organisation to maintain the necessary focus and complementary expertise. Recommendations from the research suggest financial management through the development of accrual accounting practices, trust-based management operations and greater marketing of the services offered.
